The Recruitment Specialist will work with Spectra Food Services & Hospitality hiring managers to identify and appropriately fill staffing and talent needs for all three Gila River casinos. The primary focus of the role will be on best-practice sourcing of well-qualified candidates, both internal and external.  As with all employment actions within Spectra operations at Gila River, GRIC members and other Native Americans will receive preferential treatment in the selection process in accordance with the Indian Preference Act.

In order to consistently meet the full-time and part-time staffing needs of the casino FS&H operation(s), the incumbent must be highly organized, self-directed, detail-oriented and technically savvy. Routine day-to-day duties include providing specialized, administrative, and technical recruitment support to the local Human Resources Department.  These include handling all aspects of the full recruitment cycle: managing internal and external postings, sourcing, managing and coordinating the selection process, communicating with applicants, verifying job descriptions and job classification, ensuring regulatory compliance, applicant tracking, background and reference checking, facilitating the employment offer process, and preparing finalists for the licensing process and NHO.

The Recruitment Specialist is also responsible for presenting training and coaching to hiring managers, as needed, to ensure consistency, compliance and integrity in the selection process. As an initial point of contact with Spectra for the applicant, it is important that the Recruitment Specialist set the tone for a positive applicant experience by displaying a professional, knowledgeable, welcoming, and inclusive demeanor, reflective of our corporate culture.


  • Work closely with management to identify current and future staffing and talent needs, establish timelines for filling positions, and collaborate on effective strategies to achieve and maintain established/budgeted staffing levels;
  • Provide regular updates on recruitment progress, results, challenges, status – verbally and in writing; work closely with HR Director to complete and present monthly and quarterly TERO reports, build and maintain an active job bank of current employees according to tribal affiliation, qualifications, skills, experience, as well as interest in growth opportunities;
  • Train and coach hiring managers on best practices in interviewing, vetting, and retaining candidates, and manage the selection process by working with management to identify key screening criteria, reviewing and screening applications, identifying a shortlist of best-qualified applicants for hiring managers; assure non-discriminatory selection and hiring practices (outside of Indian Preference Act), and facilitate the transfer of internal candidates to other departments or casinos if necessitated by restructure or business need;
  • Work closely with HR (local and corporate) to ensure job descriptions are accurate, compliant, and approved, and manage the internal and external posting process including securing approvals, ensuring validity of job descriptions, documenting internal timelines, and ensuring that all employees are made aware of and encouraged to apply for internal opportunities;
  • Share industry best practices in recruitment, selection and retention with management; maintain current knowledge with employment legislation as it relates to recruitment and selection, and communicate this information to management/team members, as applicable;
  • Develop and maintain positive, effective, professional working relationships with Gila River Indian Community agencies and entities involved in placement, recruitment and training (i.e. TERO); cultivate and maintain a visible, positive and professional presence in the Gila River Indian Community; establish and maintain effective, positive, and professional work relationships with those contacted in the course of work (i.e. applicants, client staff, TGO, vendors, references);
  • Work closely with Training Manager to ensure a seamless and positive onboarding experience for new hires; assist with pre-NHO meetings with prospective employees to distribute, explain how to complete NHO documents; assist with explaining the TGO gaming licensing process, including timeline, as needed, responsible for communicating with new hires between the time an offer of employment has been extended and when the gaming license has been approved (i.e. text- or email communiques, newsletter mailings);
  • Assist HR in coordinating the preparation, recording, maintenance and reporting of data related to personnel information (personnel and personal files, HRIS input, and maintenance) in an accurate, complete, organized, and legally compliant manner, as directed, ensuring complete confidentiality and security of personal employee information, including background screen info, ADAA or medical info shared by applicant, etc., exercise tact and diplomacy in dealing with sensitive, complex and confidential personnel issues and employee situations;
  • Maintain thorough familiarity with Spectra policies and procedures pertaining to the selection process, as well as new legislation affecting selection/employment, and assist in the communication of this information to management, as appropriate;
  • Research publications, web sites, and other appropriate resources on which to post food and beverage opportunities, attend job fairs, conferences, Community events, and other food and beverage recruitment opportunities, assist with the development of promotional collateral such as banners, table coverings, and posters to be used at recruitment events, while effectively demonstrating and promoting brand awareness, research, develop and pursue creative recruitment sourcing solutions if the organization is experiencing challenges in attracting the appropriate level or quality of applicant(s);
  • Organize and coordinate all aspects of out of state site visits, including travel and hotel reservations with the Spectra corporate travel vendor, and appointments with recruiting manager(s)




Knowledge, Skills and Abilities:

  • Strong working knowledge of Human Resource Information Systems (HRIS), emphasis on applicant tracking.
  • Knowledge of basic federal, state and local laws and regulations.
  • Advanced proficiency using Microsoft Office Products (Word, Excel, PowerPoint, and Outlook).
  • Solid organizational skills; ability to prioritize multiple tasks; project management skills; self-directed.
  • Well-versed in proper office/organizational/business etiquette.
  • Ability to successfully meet tight deadlines, handle the stress and responsibility of critical staffing needs.
  • Knowledge of and interest in career development principles; genuinely enjoys helping employees grow.

Education and Experience:

  • Bachelor of Arts / Sciences in Human Resources, Business Administration or related field, or equivalent.
  • Minimum 3 years verifiable successful HR recruitment experience serving similar business model (high volume, foodservice, hourly workers, tribal gaming preferred).
  • Specialized professional training a plus (PHR or SPHR preferred).
